Authorize someone for DHA construction matters — official SPA performa on stamp paper

Special Power of Attorney (DHA Lahore)

If the owner is abroad or unavailable for construction, DHA issues an SPA so another person can act on the owner's behalf for construction only. SPA must be cancelled before starting a property transfer.

DHA documents required

  1. Application to Director Transfer & Record
  2. Original SPA on Rs. 2,000 stamp paper + 3 attested photocopies (Oath Commissioner)
  3. Paid challan of stamp paper fee (plot, sector, phase noted)
  4. Attested CNIC copies of owner, attorney & witnesses
  5. 2 passport photos of attorney (blue background, attested)
  6. Paid SPA fee challan (Rs. 10,000 standard; executive track available)
  7. Photocopy of allotment / transfer letter
  8. If owner abroad: all documents attested by Pakistan embassy / consulate

Executive track

Per DHA Executive Services: SPA in 2 working days for Rs. 50,000 (document submission date excluded).
